The Measurable Impact of SECOVE’s Innovation Hubs
The SECOVE project has successfully transitioned from theoretical frameworks to measurable regional economic impacts. Following the recent publication of Deliverable D7.7, the impact evaluation of the WP6 Innovation Hubs confirms their role as powerful engines for localized research, development, and vocational excellence across Europe. By operationalizing the “Triple Helix” of innovation—uniting academia, industry, and governance—these hubs have redefined how Vocational Education and Training (VET) contributes to the green and digital transitions.
Quantifying the Innovation Ecosystem
The structural impact of the hubs far exceeded initial contractual baselines, reflecting a massive appetite for applied, challenge-based learning. Key performance indicators reveal profound ecosystem integration:
- Student Engagement: A total of 261 VET students participated in rigorous applied research, surpassing the initial target of 180 by 45%.
- Deep Industry Integration: Moving beyond superficial outreach, the hubs secured deep, intensive engagement from 126 SMEs and industrial representatives.
- Formalized Pathways: To ensure long-term sustainability, partners executed 64 local/regional and 41 international Work-Based Learning (WBL) agreements, vastly outperforming the baseline targets.
Regional R&D and Economic Resilience
Viewed through the lens of innovation economics, a highly significant achievement of the SECOVE hubs is their function as decentralized R&D engines for regional economies. Resource-constrained SMEs often lack the capital for proprietary R&D departments; the hubs successfully bridged this structural gap.
- In Portugal, the IPP Hub processed real-world operational challenges submitted directly by sustainable energy companies, resulting in high-market-quality prototypes developed by students.
- In Greece, the SOLTEX Hub adopted an aggressive startup incubator model, pairing technical engineering with commercialization strategies, which directly led to student projects attracting interest from Venture Capitalists and Technology Transfer Offices.
European Cross-Pollination
Vocational excellence thrives on transnational knowledge exchange. The SECOVE network facilitated vital cross-border mobilities, allowing newly established hubs to accelerate their capacity building by adopting proven quality assurance protocols from more mature centres.
- Spanish students travelled to Greece to test Virtual Reality training modules in live, international environments, ensuring cultural adaptability and pedagogical interoperability across European systems.
- This European integration proved highly valuable to the learners, with 93.9% confirming that the transnational network added tangible value to their educational experience.
Empowering the Next Generation of Innovators
The true measure of any grant intervention lies in its long-term human capital development. The pedagogical shift toward immersive digital realities, digital twins, and challenge-based learning yielded overwhelming competency growth.
- An exceptional 95.9% of surveyed students reported overall satisfaction with their hub experiences.
- Furthermore, 93.9% affirmed that their technical, green, and digital competencies significantly increased.
- Crucially, 91.8% of participants now feel fully prepared to act as proactive “agents of innovation” in their future careers.
By successfully mainstreaming a culture of excellence and embedding VET institutions into the heart of regional smart specialization strategies, the SECOVE Innovation Hubs provide a highly scalable, evidence-based blueprint for future European innovation policy.
